I don't really see why Cars 2 was hated so much. Why exactly is Mater hated? He values his dents, thinks wasabi is pistachio ice cream, and was smart enough to figure out who was behind such a scheme. He was sticking up for his friend, Lightning McQueen, after Francesco Bernoulli was making fun of him. This movie actually shows a lot of traits and character development for the tow truck. Mater wasn't intended to be an annoying character.
The reason why it's a spy film was because John Lasseter loves spy movies, and he did want the first Cars movie to be spy-themed, but saved it for the sequel. He went around the world, and decided it would be cool if the Cars characters went to the different countries. If this is something Pixar greedily wanted to make just for pointless merchandising, they could've done that to Finding Nemo or The Incredibles, which are Pixar's most popular movies.
Cars 2 is actually a LOT better than you think. There are FAR worse animated films out there, like Elf Bowling, Norm of the North, etc. Cars 2 is GOD compared to those. Just because it's not as good as the first doesn't mean it's all bad. Cars 2 was actually unique if you think about it.
Miles Axlerod's plan was to create something masquerading as alternative fuel, just to make alternative fuel look bad. His minions were using something disguised as a camera to emit a pulse that harms cars using that fuel.
Now that Cars 3 is on the horizon, I'm really looking forward to that.

I always appreciated Cars 2. Mater is funny as always, the spy stuff is cool, and I appreciate John Lasseter's idea of the characters travelling around the world. It's my favourite Pixar movie.
